Changes regarding the use of the National e-Invoice System

Per the new regulation effective from September 1, 2023, alterations have been made regarding granting access rights to the National e-Invoice System (KSeF) for entities with a more complex organizational structure.

The primary amendments allow larger organizational structures, having multiple branches or internal units, to grant more specific rights within KSeF. This means that access to invoices will be limited to those associated with a particular branch or internal unit of the organization, excluding all its invoices. To assign, modify, or revoke access rights, entities will require a unique identifier. Through this distinct identifier, the main unit (i.e., the taxpayer) can control invoice access for various entities.

These measures were developed in response to the needs of entrepreneurs and are expected to aid in the voluntary issuance of structured invoices in KSeF. As stated by the ministry: “This solution is a simplifying and facilitating initiative for businesses and can be implemented even before the mandate to issue and receive structured invoices via the National e-Invoice System (KSeF) is introduced.”
